Workplace health and safety is a legal duty in the UK, not just good practice. The Health and Safety at Work etc. Act 1974 places a general duty on employers to ensure, so far as is reasonably practicable, the health, safety and welfare at work of their employees — including providing the information, instruction, training and supervision needed to work safely. Employees in turn have a duty to take reasonable care of themselves and others affected by what they do.
The Management of Health and Safety at Work Regulations 1999 build on this by requiring employers to assess the risks to their workers and to put suitable arrangements in place to manage them, including appropriate health and safety training. Many individual hazards are also covered by their own regulations — such as the Control of Substances Hazardous to Health Regulations 2002 (COSHH), the Manual Handling Operations Regulations 1992, the Health and Safety (Display Screen Equipment) Regulations 1992 and the Work at Height Regulations 2005 — each of which expects employers to inform and train affected staff.
Responsibility is shared. Employers, managers and those in control of premises must put arrangements in place and provide training, while every worker is responsible for following safe systems of work and using the information and training they receive.
